Road-transport authorities in Vietnam have launched an “expedited construction campaign” to accelerate the building of rest stops along the East North–South Expressway, requiring that all public-service facilities be completed by June 30, 2026.
According to the Directorate for Roads of Vietnam, investing in and bringing rest stops on expressways into operation is important not only to meet travelers’ and vehicles’ needs for rest, refueling and safety, but also because it is a necessary condition to organize toll collection on state-invested expressways under applicable law.
Despite repeated directives and reminders, progress on several rest-stop projects along the East North–South Expressway from Quảng Ngãi to Khánh Hòa remains below requirements.
In response, Deputy Prime Minister Phạm Gia Túc asked the Ministry of Construction to urgently accelerate investment in rest-stop construction on expressway routes, ensure compliance with national technical standards and travelers’ needs, and report progress weekly to the Prime Minister.
Directorate for Roads Vietnam statistics indicate that seven rest stops on component projects from Quảng Ngãi to Khánh Hòa are under special progress monitoring. These include rest stops on the sections Quảng Ngãi–Hoài Nhơn, Hoài Nhơn–Quy Nhơn, Quy Nhơn–Chí Thạnh, Vân Phong–Nha Trang, Nha Trang–Cam Lâm, and Cam Lâm–Vĩnh Hảo.
A key requirement in the directive is that investors immediately launch the “expedited construction drive until June 30, 2026,” completing all connecting roads and public-service facilities of the rest stops.
The Directorate for Roads Vietnam also requires project developers to review their entire implementation plans, reset both the overall schedule and detailed schedules on a daily and weekly basis for public-service facility works, and propose concrete, feasible measures for operations and construction management.
Investors are urged to strengthen manpower, materials and equipment, add work fronts, and organize overtime and shift work to shorten completion times. The goal is to ensure that public-service facilities are completed no later than June 30, 2026, and that the entire rest-stop system is completed within 2026 in line with contract progress.
