On the morning of May 11, 2026, during the continued second session under the chairmanship of National Assembly Chairman Trần Thanh Mẫn, the Standing Committee delivered initial opinions on preparations for the second session of the 16th National Assembly.
At the meeting, the Standing Committee provided comments on the summary of the first session of the 16th National Assembly and discussed, while also expressing views on, a draft ordinance amending and supplementing certain articles of the Ordinance on the Consolidation of legal normative documents. In his closing remarks, Chairman Trần Thanh Mẫn commended the proactive and active work of the Office of the National Assembly. The Standing Committee essentially agreed with the contents in the Office’s report.
The Standing Committee noted that the regular year-end session—the second session of the 16th National Assembly—is scheduled to commence on October 20, 2026. The National Assembly will meet at the National Assembly Hall in two sittings.
The Standing Committee urged relevant agencies to prepare promptly and to conduct a comprehensive review of the contents to be submitted to the National Assembly, along with the preparation timeline for each item. Drafting agencies were required to comply with regulations on the time for sending dossiers and documents and to strictly adhere to the Law on the Promulgation of legal normative documents, in order to avoid late submissions to both the Standing Committee and the National Assembly.
Chairman Trần Thanh Mẫn emphasized that the second session is an important session with many items to consider. He instructed the Secretary-General of the National Assembly and the Head of the Office to incorporate the Standing Committee’s opinions, continue refining the materials, and report back for further consideration.
Earlier, Secretary-General Lê Quang Mạnh indicated that during the second session the National Assembly is expected to consider and decide on 36 draft laws and resolutions (excluding Government proposals to further supplement the 2026 Legislative Program). To ensure thorough preparation, the Secretary-General and the Head of the Office urged the Government, National Assembly bodies, and relevant agencies to proactively review the contents to be submitted and the progress for each item, aiming for coordinated implementation of laws and resolutions.

The National Assembly was urged to promote the spirit of creating legislation, substantive supervision, and breakthrough decisions. Chairman Trần Thanh Mẫn also urged the development of a Special City Law to address obstacles facing Ho Chi Minh City.
