Leaders of Bac Ninh Province and To Thuong Construction Group (China) witnessed the signing of a memorandum of understanding, following a working session in which Mr. Nghiem Gio Hoa, founder of Pacific Group, Atlantic Group, and To Thuong Group, introduced To Thuong as a major international infrastructure construction company consistently ranked among the world’s top 500 enterprises. The founder said the group’s total investment in Bac Ninh over the next five years will be no less than USD 3.5 billion.
Bac Ninh Party Secretary Nguyen Hong Thai praised To Thuong’s interest in the province’s investment environment. He welcomed the possibility that To Thuong Construction Group would open a subsidiary in Vietnam and study investment in Bac Ninh with an investment scale of around USD 3.5 billion in the coming years.
Several of Bac Ninh’s economic indicators rank among the country’s leading figures. In 2025, the province ranked fifth nationwide in GRDP growth and was among the six provinces posting two-digit growth, at 10.27%. GRDP in 2025 reached over VND 522 quadrillion, while per-capita GRDP was about USD 5,852, approximately 1.16 times the national average.
FDI attraction in the year covered by the report was also highlighted. Bac Ninh attracted USD 18.6 billion in domestic and foreign direct investment (FDI). For FDI specifically, the province ranks third nationwide, with USD 5.69 billion.
Two-month data for 2026 showed Bac Ninh issuing 68 new projects (30 domestic and 38 FDI) and approving increased capital for 62 projects, with total registered investment exceeding USD 4.1 billion, placing the province at the forefront nationwide in FDI attraction.
Earlier, on 2 February, Bac Ninh held a meeting with enterprises. Decisions approving investment policy and investment registration certificates were issued for five infrastructure projects, and new or adjusted investment certificates were granted to multiple FDI firms in the industrial park sector, with total registered investment above USD 1.03 billion.
For 2026, Bac Ninh said it will continue addressing bottlenecks and maximizing resources to support higher growth, with targets set for 30 economic-socio development indicators.
The province’s forecasts include GRDP of VND 598,809 billion, with growth of about 12.5–13%. Per-capita GRDP is targeted at USD 6,350. Social labor productivity is expected to rise about 10% per year.
Other targets include realized investment in the province of VND 224,504 billion (about 37.5% of GRDP). The export-import turnover target is USD 212 billion. State budget revenue for the area is projected at VND 72,350 billion, while local budget expenditure is forecast at VND 57,145 billion.
Bac Ninh also aims for an urbanization rate of 43.6% and at least 25% of urban construction land to be converted into urban transport land.
