Vietnam has signed Decision No. 710/QĐ-TTg, issued by Deputy Prime Minister Hoàng…, establishing the National Network for Environmental Radiation Monitoring and Warning by connecting and coordinating existing agencies and units under ministries, sectors, and localities that have related functions and duties.
The Decision sets out the creation and operation of an environmental radiation monitoring system to continuously monitor and promptly detect abnormal developments in environmental radiation across Vietnam. It is intended to meet requirements for the development and application of nuclear energy in the new context.
The system is also designed to provide information and data to support early warning and response to radiation incidents, nuclear accidents, civil defense, and nuclear security. It will manage and share the environmental radiation monitoring database on the national digital platform to support state management of nuclear energy and to monitor the potential impact of radiation and nuclear facilities domestically and internationally that could affect Vietnam. The database will be integrated with the national environmental database.
The national network is organized uniformly nationwide and includes:
The network operates on the principles of coordination, connectivity, and information/data sharing, ensuring unity, coherence, and effectiveness. It must comply with laws on environmental monitoring, radiation and nuclear safety, investment, and related regulations.
Monitoring systems and stations under ministries, sectors, and localities participate in the Network according to assigned functions and duties. They will be consolidated based on existing units by expanding their functions and duties as appropriate, without creating new organizations.
For border provinces, the locations of station installations must ensure monitoring capability, early detection, and early warning of cross-border environmental radiation incidents.
Under the list of stations in the National Network for Environmental Radiation Monitoring and Warning, there is one central operations center led by the Institute of Nuclear Science and Technology. The network includes four regional stations located in Hanoi, Da Nang, Lam Dong, and Ho Chi Minh City, as well as 34 local stations.
