Prime Minister Lê Minh Hưng signed Directive No. 15/CT-TTg dated 23 April 2026 on launching an emulation movement to thoroughly implement the annual socio-economic development tasks and the five-year plan (2026-2030), in line with the resolutions of the 14th National Congress. The directive also builds on Politburo Directive No. 41-CT/TW dated 26 December 2024 on strengthening the Party’s leadership of emulation and commendation work in the new situation, and Directive No. 19/CT-TTg dated 16 July 2021 on launching the emulation movement to achieve the socio-economic development targets for 2021-2025.
The directive notes that, through years of implementation, patriotic emulation and commendation work has been organized effectively, promoting patriotism and national unity and helping all levels, sectors and people overcome difficulties to achieve important, comprehensive results in 2025 and across 2021-2025.
To strengthen the role of the patriotic emulation movement in implementing the development tasks for 2026 and the five-year plan (2026-2030), and the resolutions of the 14th National Congress, the Prime Minister requires ministries, ministerial-level agencies and People’s Committees of centrally governed provinces and cities to continue disseminating and implementing the Party’s guidelines, State policies and laws on emulation and commendation.
The directive also calls for launching the emulation movement with the theme: “Emulation for innovation, creativity, rapid growth, and turning the country into a powerful, civilized, prosperous era.”
The directive emphasizes implementing four key pillars: discovering, nurturing, summarizing and publicizing exemplary models. It also stresses the responsibility of leaders to discover and commend individuals and collectives with outstanding results and to disseminate good examples.
The Prime Minister requires reforms within commendation work, including state administration reform. The directive further calls for strengthening the role of the Emulation-Commendation Council, improving the efficiency of emulation clusters and coalitions, and promoting the application of science, technology and digital transformation in emulation and commendation.
The directive states that consolidating the organization to be stable, lean and effective is a key factor determining the quality of advisory and implementation work on emulation movements and commendation nationwide.
It assigns the Ministry of Home Affairs to strengthen State management on emulation and commendation and to focus on improving the legal framework, especially decrees detailing the implementation of the amended Emulation and Commendation Law in 2026.
The Ministry of Home Affairs is also tasked with preparing and submitting to the Prime Minister plans to launch and implement emulation movements for 2026-2030, with joint guidance from line ministries, and to monitor and report results.
The directive assigns the Ministry of Culture, Sports and Tourism, in coordination with the Central Propaganda and Mass Mobilization Commission, to direct information agencies to intensify communications about the directive to build high consensus in implementing it.
The Prime Minister also asks the Vietnam Fatherland Front and central Party organizations to implement and organize emulation campaigns effectively within their functions and tasks. It calls for raising the role of the Fatherland Front and socio-political organizations in mobilizing people to participate in mass campaigns, strengthening social criticism and oversight of the implementation of patriotic emulation movements, and mobilizing the strength of national solidarity to fulfill tasks in line with the 14th Party Congress.
Ministers and heads of agencies are responsible for organizing the implementation of the directive.
