Authorities have suspended the watercraft activities of four entertainment companies at Hong Van Beach in the Co To Special Economic Zone, Quang Ninh, due to non-compliance with regulatory requirements. On June 19, the Coast Guard river traffic police, in cooperation with the Co To Special Zone police, inspected and ordered the immediate cessation of all 20 watercraft used for banana-boat towing and parasailing at Hong Van Beach because they lacked the necessary documentation and operating permits under current regulations. The authorities met with representatives of the offending operators and required them to halt operations, sign commitments to comply with maritime traffic laws, and ensure passenger safety. The task force documented the violations and required the four operators to suspend the activities in violation of regulations. Previously, in mid-May 2026, five individuals operating watercraft were found to violate operating conditions, lacking vessel registration, safety and environmental certificates, and crew competency certificates. The task force seized the vessels and, with the Vietnam Register (Cục Đăng kiểm số 15), determined engine power, prepared violation records, and issued penalties totaling 73 million VND. Officials in Quang Ninh stated that spontaneous water sports activities pose high safety risks and that patrols will be intensified and violators or illicit activities will be strictly sanctioned.
