Hai Phong International Convention, Trade and Tourism Center is set to be built on the former Do Son Casino land, covering 25 hectares, according to the Do Son District People’s Committee.
The project is expected to break ground on May 13, Haiphong Liberation Day, the committee said on May 11. The Hai Phong Department of Construction has also submitted a document to the city People’s Committee outlining the project’s architectural plan.
The investor is Hai Phong International Travel Joint Venture Co., Ltd. The company has completed its dossiers and met planning and architectural requirements in line with the city’s general development orientation.
The total investment is more than 2,110 billion dong. The project is designed to combine new modern facilities with upgrades to historic architecture.
The investor has committed not to destroy existing values. Van Hoa Castle and the landscape of Hill 72 will be preserved, with renovations and enhancements to greenspace and promenades intended to improve visitor experience while maintaining the memory of Do Son’s space.
In Q1 2026, Do Son welcomed over 1 million visitors, with international visitors up 30% year-on-year.
The high-end segment—especially Korean visitors—is becoming a key market. Around golf courses and premium accommodations such as Dragon Ocean Do Son, international visitors have reached notable figures, with Koreans forming the majority.
Under Haiphong’s overall planning through 2040, with a vision to 2050, Do Son is oriented to become an international tourism center. The Hai Phong International Convention and Tourism Center is expected to help fill the international-scale MICE (meetings, incentives, conferences, and exhibitions) tourism segment that the locality still lacks.
Casino Do Son was the first casino to operate legally in Vietnam, opening in May 1995. Initially, it was located at Van Hoa Castle, a classic French architectural building at the end of the nine-hill range in Do Son area 3.
From 1998 to 2007, Casino Do Son operated successfully and generated profits for ten consecutive years. It was once a symbol of luxurious leisure, serving foreigners and Vietnamese expatriates.
Around 2006, casino operations were moved from Van Hoa Castle to a newly built hotel area (Do Son Resort & Hotel) in the nearby valley to support integrated resort operations. After the move, Van Hoa Castle was abandoned and deteriorated.
From 2008, performance declined due to competition from newer casinos and online entertainment. By the end of 2012, accumulated losses had reached more than VND 169 billion.
From 2020, Casino Do Son paused operations several times due to the COVID-19 pandemic, and it has since ceased operation.
