From April 1, 2026 to December 31, 2026, individuals and organizations applying for licenses related to weapons, explosives, supporting tools, and fireworks through the VNeID app will be exempt from certain fees, according to information from the Dong Nai Provincial Police.
The exemption is set out in Circular No. 29/2026/TT-BTC issued by the Ministry of Finance on March 27, 2026. The measure is intended to support connectivity and data exploitation and usage, and to encourage citizens and organizations to use online public services on the VNeID platform.
Under Point b, Clause 1, Article 2 of Circular 29/2026/TT-BTC, when individuals and organizations complete licensing procedures on the VNeID app, they will be exempt from fees specified in Ministry of Finance circulars covering fee levels, collection, payment, management, and use in the field of weapons, explosives, and supporting tools.
The exemption applies during the period from April 1, 2026 to December 31, 2026. Starting January 1, 2027, fees will be collected again in accordance with the original circulars and any amendments or replacements (if any).
To carry out these procedures on VNeID, citizens log in, access “Administrative Procedures,” then select the “Weapons, Explosives, Supporting Tools and Fireworks Management” group and choose the specific procedure to be performed.
The Dong Nai Police said the VNeID function for issuing permits for transporting supporting tools is designed to assist organizations in completing licensing procedures. The function is intended to help ensure security and social order, reduce risks and accidents during transportation, and clearly establish legal responsibility for the transporter.
The function applies to Level-2 electronic identification accounts that are active, are members of the organization, and are authorized to perform licensing procedures for transporting supporting tools.
After submission, the system displays a success notification and allows users to view or return to the VNeID home page. VNeID continuously updates the processing status. Users can track status via push notifications on the lock screen (if enabled) or by logging into the app and going to “Notifications” to view details, including any additional requests (if any).
When notified that financial obligations have been completed, users should pay online directly within the app.
After successful payment, the system automatically updates the file status and continues processing.
In addition to transport procedures, online permits to equip supporting tools can also be applied for on VNeID. This procedure is for Level-2 digital identity accounts that are authorized.
After submission, users can track request history, make payments for financial obligations, and receive results directly on the VNeID app.
