On the afternoon of April 14, the Standing Committee of the National Assembly reviewed a package of important proposals related to reorganizing administrative units in Dong Nai, under the leadership of Deputy Speaker of the National Assembly Nguyen Khac Dinh. The items included the establishment of 10 wards, comments on the project to establish Dong Nai City as a centrally administered city, and approval of the principles for establishing the Dong Nai City People’s Court and People’s Prosecutor’s Office.
The government said the reorganization is intended to expand development space, complete the urban governance model, and create new growth momentum for Dong Nai and the Southeast region.
Presenting the proposal, Minister of Home Affairs Do Thanh Binh stated that establishing 10 wards in Dong Nai and establishing Dong Nai City as a centrally administered city have sufficient political, legal and practical grounds. He noted that the Politburo has approved the policy of establishing Dong Nai City, and that the Second Conference of the 14th Central Committee agreed to submit the proposal to the National Assembly for consideration at its first session of the 16th National Assembly.
The Minister also pointed to the Law on Local Government Organization in 2025 and related resolutions of the Standing Committee on standards for administrative units and urban classifications. These provisions allow special cases to meet socio-economic development requirements and to create momentum connecting with major economic centers of the country.
Under the rearrangement plan, Dong Nai City would have 95 commune-level administrative units, comprising 33 wards and 62 communes. The urbanization rate is projected to reach 54.10%.
If approved, the government proposal states that the country would have 34 provincial-level administrative units, including 7 cities and 27 provinces.
The government’s proposal also covers organization and staffing. Initially, the current offices, organizational apparatus, cadres, civil servants, and public employees would largely remain as they are. Dong Nai Province has prepared plans and a timetable for rearranging and consolidating personnel to fit the urban governance model.
The government asserted that Dong Nai Province and the 10 communes proposed to become wards meet all required conditions, with all 10 communes meeting 5/5 ward standards.
For Dong Nai City, the locality has met and exceeded 5/7 standards. The remaining two standards are the ratio of wards under its jurisdiction and classification as a Class I urban area. The government said these are expected to be completed after the Standing Committee of the National Assembly decides to establish 10 wards and allows a special mechanism in urban classification.
To support timely recognition of Class I urban status, the government proposed that the Standing Committee consider urban classification for Dong Nai Province without applying the rule in point a, clause 2, Article 2 of Resolution 111/2025/UBTVQH15—meaning it would not be mandatory to complete based on urban planning approved by competent authorities—so that Class I status can be recognized promptly before submitting the Dong Nai City establishment proposal to the National Assembly.
After receiving the Standing Committee’s opinion, the Government would issue a decision recognizing Class I urban status for Dong Nai.
The Legal and Judicial Committee supported the necessity of establishing 10 wards and Dong Nai City under central administration, based on the current natural area and population of the affected administrative units. The committee noted that the establishment of Dong Nai City has been reviewed and approved by the Party Central Committee and the Politburo, and that the proposal procedures comply with the Law on Local Government Organization and Resolution 112/2025/UBTVQH15.
The committee also stated that establishing 10 wards and Dong Nai City would not affect the names or territorial jurisdiction of existing People’s Courts and People’s Procuracies in the area.
Based on its assessment, the Legal and Judicial Committee recommended that the Standing Committee: approve the Resolution on establishing 10 wards in Dong Nai Province; approve the Dong Nai City establishment proposal for National Assembly consideration; and, in principle, approve the Resolution on establishing the Dong Nai City People’s Court and People’s Procuracy without requiring a separate reconvening.
The proposal requests that the resolutions take effect from April 30. The evaluating agency further proposed that the resolutions take effect from April 30, 2026, in accordance with the will and determination of the Dong Nai provincial party committee and government.
