The Electricity Department (Ministry of Industry and Trade) said a new peak/off-peak/normal-hour electricity pricing framework has not yet been applied. The ministry expects implementation to follow adjustments to the average retail electricity price, rather than starting immediately.
The information comes from a document sent by the Electricity Department to EVN and electricity power corporations on the daily usage-time framework.
Decision No. 963 dated 22/4 previously defined the time brackets for electricity use:
Although Decision No. 963 took effect upon signing, the Electricity Department stated that the new timing framework will be applied in conjunction with adjustments to the average retail electricity price. This approach is aligned with Prime Minister’s Decision No. 14/2025 on the structure of retail electricity pricing.
The ministry said it is studying and amending related laws to create a legal basis for implementing the new framework. The expected timing is the 2026 dry season.
The Electricity Department asked EVN to direct power corporations and provincial/municipal electricity units to strengthen customer communication about daily-time electricity usage, especially for customers under time-of-use pricing.
In parallel, the units are expected to prepare personnel, materials, and equipment to update and reinstall meters to ensure coordinated deployment when the new rules officially take effect.
