From 2026, six new traffic violations will begin to be penalized. The Government issued Decree No. 336/2025 regulating administrative penalties in road transport. The decree takes effect on March 1, 2026. It includes six new violations that will begin to be penalized. Impersonating electronic toll accounts will be punished with fines up to 5 million VND for individuals and up to 10 million VND for organizations. Specifically, acts of fraud in electronic toll payments, such as destroying data, or opening or maintaining anonymous or impersonated transport accounts, will be fined 3–5 million VND for individuals and 6–10 million VND for organizations. In addition, penalties of 10–20 million VND apply to violations such as issuing road-use receipts not to the correct subject or value; intruding into or attempting to intrude the electronic payment system; stealing or destroying data; unauthorized modification of software or electronic data. At toll stations, if the company does not publicly display prices, sells tickets belatedly, harasses users, restricts ticket types or sale times; accepting cash but not delivering tickets to vehicle users will be fined 10–20 million VND. Taxi drivers who overcharge passengers can be fined up to 2 million VND. From refusing to carry a passenger who has purchased a ticket, fines up to 6 million VND. Using a vehicle with eight seats or more for taxi business will be fined up to 5 million VND. Operating transport without a license, fines up to 16 million VND. Violations related to renting a self-drive vehicle will be fined up to 30 million VND. The above fines apply to individuals; if a company commits the same offense, the fines are doubled.
