On April 11, 2026, the People’s Committee of Yen Sở Ward in Hanoi announced that it had publicly posted and solicited community feedback on the 1/500 detailed planning for the To Lich River banks, segment 3. The project dossier was posted on the notice boards of the ward’s neighborhoods and on the ward’s official website. Feedback is being collected via comment forms. Organizations or individuals may submit their comments to the head of the neighborhood associations or deliver them directly to the Yen Sở Ward People’s Committee. The public display and collection period runs from now until April 26, 2026. Previously, at the end of 2025, Hanoi officially announced the 1/500 detailed planning for the two riverbank segments along the To Lich River, applying to the two main stretches along the river. Section 1 runs through the wards Tây Hồ, Nghĩa Đô, Ngọc Hà, Giảng Võ, Cầu Giấy, Láng, Yên Hòa, Đống Đa and Thanh Xuân, with a total study area of more than 324,000 square meters and a length of over 6.2 kilometers, extending from Hoàng Quốc Việt – Võ Chí Công to the New Ngã Tư Sở bridge. According to the plan, the segment from Hoàng Quốc Việt to Cầu Giấy (the upstream area) is organized as a multi-functional public space with a riverside promenade, a bicycle path, riverside squares and community facilities. The segment from Cầu Giấy to Nguyễn Trãi is designated as a cultural-historic space, linked to traditional festival activities. A network of squares, continuous promenades, and riverside activity spaces will be arranged to create cultural highlights and improve residents’ access to the river. Section 2 covers about 459,000 square meters, about 7 kilometers in length, from Ngã Tư Sở to the Linh Đàm junction and the Nhue River. In this portion, from Nguyễn Trãi to Belt Road 3, it is oriented as a space for commerce, services and dining, gradually forming nighttime economic activities along the river. Pedestrian promenades, parks and flower gardens will be renovated in a coordinated manner. The section from Belt Road 3 to Thanh Liệt Bridge is planned to become an ecological, relaxing and entertainment space connected to nature. The monorail branch 2 Giáp Bát - Thanh Liệt - Phú Lương is planned to run along the east side of the To Lich River, improving access to public transport and reducing infrastructure pressure. The 1/500 detailed planning for Section 3 of the To Lich River banks covers Hoàng Liệt, Yên Sở, Thanh Liệt wards and Dai Thanh and Thanh Trì communes. Local authorities are currently organizing public feedback on the project.
