Hanoi’s Department of Internal Affairs said it has processed unemployment insurance benefits for workers in the city promptly and in line with regulations, alongside job placement and related support activities.
In the first quarter of 2026, Hanoi’s Department of Internal Affairs approved unemployment insurance for 12,809 workers, with total support of 510 billion VND. This represented an increase of 14.3% in the number of beneficiaries and 16.3% in the total support amount compared with the same period last year.
During the same period, training support was provided to 212 people, totaling 839 million VND.
In March 2026 alone, Hanoi issued decisions granting unemployment insurance to 2,755 workers, and training support was provided to 22 people.
In the current context, unemployment insurance is described as a “lifeline” for workers who lose their jobs and also a tool to help them return to the labor market soon. The Labour Code also strengthens supporting policies to help workers quickly regain employment.
According to Ms. Vu Thi Thanh Lieu, Deputy Director of the Hanoi Employment Service Center (under the Department of Internal Affairs), workers participating in unemployment insurance receive multiple benefits, including:
The Hanoi Employment Service Center and other employment service centers nationwide are implementing job counseling and placement activities effectively. Job fairs are organized regularly, including daily sessions, mobile sessions, and thematic sessions, to help workers connect directly with employers.
The center also supports labor market matching by providing information on job vacancies, salaries, and job requirements, helping workers choose roles that fit their needs. In addition, workers receive training and retraining support to meet labor market requirements, supporting both retention in employment and transitions to new jobs.
Under the 2025 Labour Law, workers are supported with training costs for up to 6 months, with a maximum support of 1.5 million VND per month (up to 9 million VND).
Under new regulations effective from January 1, 2026, workers participating in apprenticeships also receive a daily meal allowance of 50,000 VND per day during actual study days. Ms. Vu Thi Thanh Lieu said the additional support is practically meaningful, noting that many workers from neighboring provinces such as Hai Duong, Hoa Binh, Bac Ninh, and Bac Giang register for apprenticeships in Hanoi, sometimes traveling long distances and staying for the day to attend courses.
Leaders of the Hanoi Employment Service Center said training providers are actively participating, expanding training sectors, and offering more options for workers. Many trainees have reportedly found new jobs or started businesses, creating employment for themselves and others.
Hanoi Employment Service Center said it will continue enhancing the effectiveness of the job exchange system and job fairs to provide job placement services that are effective, fast, and convenient—connecting workers, especially the unemployed and those receiving unemployment benefits, with suitable jobs as soon as possible.
