The Government issued Resolution No. 115/NQ-CP dated 29 April 2026 on transferring Ba Vi National Park to the management of the Hanoi City People’s Committee.
Under the resolution, the Government agrees to transfer the management subject from the Ministry of Agriculture and Environment to Hanoi City People’s Committee for direct management, as proposed in the Ministry’s Report No. 4017/TTr-BNNMT dated 23 April 2026 and the Hanoi City’s Report No. 4123/BC-BNNMT dated 26 April 2026, as well as Hanoi City’s Submission No. 83/TTr-UBND dated 31 March 2026 and its Report No. 139/BC-UBND dated 23 April 2026.
The management of forest resources, land, assets, finances, and personnel of Ba Vi National Park will be carried out in accordance with laws on forestry, environment, land, investment, finances, public assets, and other related laws.
The Government assigns the Ministry of Agriculture and Environment to lead and coordinate with relevant agencies to carry out procedures required by law, and to hand over the current organizational apparatus, personnel, forest resources, land, assets, finances, documents, and related rights and obligations of Ba Vi National Park to Hanoi City after a decision by the competent authority.
Hanoi City People’s Committee is responsible for coordinating with the Ministry of Agriculture and Environment to receive Ba Vi National Park and manage it in accordance with regulations.
In addition, Hanoi City People’s Committee, in coordination with the Ministry of Agriculture and Environment and the People’s Committee of Phu Tho Province, will agree on the management of the entire area and boundary of Ba Vi National Park. The resolution requires ensuring ecosystem and habitat preservation and the sustainability of the park’s ecosystem and habitat for rare flora and fauna, while complying with laws on organizational structure, administrative boundaries, land management, resources, assets, investment, and other related laws.
Ba Vi National Park was established by Decision No. 17-CT dated 16 January 1991 by the Prime Minister (now the Government). It currently covers a total area of nearly 9,702.41 hectares, within the administrative boundaries of seven communes/wards of Hanoi and Phu Tho Province.
