UBND Hanoi is seeking public feedback on a draft decision regulating the use of motorcycles, mopeds, and other basic vehicles for passenger and goods transport within the city. The draft requires motorcycles and mopeds used for passenger and goods transport to hold registration certificates and license plates, and to meet safety and environmental standards. Non-motorized vehicles must meet requirements such as a functioning braking system; an audible alert device (horn or bell); and front and rear lights or reflectors. Where there are conflicting technical standards, the stricter standard applies. Passengers on motorcycles, mopeds, and non-motorized vehicles are not allowed to engage in certain behaviors while on the road, such as carrying bulky items, using shields or umbrellas, standing on seats or cargo racks, or other actions that disrupt traffic safety. Cargo loaded on motorcycles and mopeds must not exceed 0.3 m in width on each side, 0.5 m behind the rack, and the height from the road surface must not exceed 2 m. Cargo on non-motorized vehicles must be secured so as not to obstruct traffic or impair the driver’s view, not exceed 1/3 of the vehicle length, and not exceed 1 m in front or behind, with a maximum of 0.4 m on either side. Notably, the draft prohibits petrol-powered motorcycles used for passenger or goods transport via platform apps from operating in low-emission zones within the city. Petrol-powered motorcycles not using platform apps may operate outside prohibited hours if they meet emission standards on government- or city-designated routes. The draft also outlines a first-phase low-emission-zone area in Hoan Kiem district, covering 11 streets (Trang Tien, Hang Khay, Le Thanh To, Hang Dao, Hang Ngang, Hang Buom, Ma May, Hang Bac, Hang Mam, Nguyen Huu Huan, Ly Thai To) with an area of about 0.5 km² and around 20,000 residents. Public bicycles would be allowed 24/7 to facilitate access and last-mile connections to public transport. Tourist rickshaws would be restricted to designated streets and stops. Hanoi currently has about 6.9 million motorcycles and over 11,000 electric bicycles. The number of ride-hailing motorbikes in Hanoi is over 126,500 across operators such as Be Group, Grab, and GSM.
