Ho Chi Minh City’s central administrative and political center in Thu Thiem will be the workplace for about 8,000 workers and is expected to serve 1,500–2,000 daily visitors, including residents and enterprises.
At a thematic session on the morning of April 18, the City People’s Council (11th tenure) approved the investment policy for the Central City Square and the new Administrative Center in Thu Thiem under a public-private partnership (PPP) Build-Transfer (BT) model. Payments will be made using land-use rights and the state budget.
Total estimated investment is over 29,559 billion VND (nearly 29,600 billion VND as submitted to the council). The Central City Square and Administrative Center are located in the core of the Thu Thiem New Urban Area (An Khánh ward), covering about 46.72 hectares. The site is surrounded by major traffic axes including Mai Chí Thọ, Nguyễn Cơ Thạch, Tố Hữu and the Saigon River.
The overall project is divided into four independently operated component projects:
Based on the city’s submission, of the total investment of nearly 29,600 billion VND, the land-payment value is about 22,135.62 billion VND (approximately 74.8%). Land-based payments via the city budget are about 7,455.58 billion VND.
Payment is expected within 3 years from the date the project is finalized and handed over.
Investors proposed land parcels as payment, including plots 1.K2.2C.-2.HH (4.59 ha) and 1.K2.2C.-4.HH (4.59 ha) in Subzones 1 and 2, and plot 1.K2.7.DV (1.97 ha).
According to the preliminary assessment by the Department of Agriculture and Environment, the land parcels collectively value 22,135.62 billion VND, about 74.8% of total investment.
The full project is scheduled for completion between 2026 and 2028.
According to the City Department of Construction, the Central Square and Administrative Center in Thu Thiem are expected to start construction around April 30.
As planned, the Administrative Center building along To Huu Street will be 33 stories tall, including 30 above ground and 3 basements, with a total floor area of about 220,000 m² and a height of about 173 m.
The Administrative Center is positioned at the core of the site, facing the Central Square on one side and adjacent to green space and a central lake on the other, linking the administrative hub with community spaces.
The project is also located on a scenic axis connecting from Me Linh Square through the Saigon River to the new political-administrative center.
