The upgrade of the Hoa Binh 500 kV Substation is a special-class energy project (Group B) being implemented at the existing Hoa Binh 500 kV Substation in Tan Thinh Ward, Hoa Binh City, Hoa Binh Province (formerly), now Hoa Binh Ward, Phu Tho Province. EVNNPT is the investor, with the Northern Transmission Project Management Board (NPTPMB) acting on behalf of the investor to manage and oversee the project, while Transmission Company 1 will assume operation.
The project scope includes replacing two 500/220/35 kV transformers with two 900 MVA units. After the upgrades, the substation’s total capacity will increase to 1,800 MVA.
Phase 1 has completed the replacement of transformer AT2 and energization at the end of 2025. Phase 2 will replace transformer AT1 and, according to directives from EVN and EVNNPT, the project is expected to be completed in April 2026.
Because the Hoa Binh 500 kV transformers have historically operated under overload, the upgrade is intended to support safer system operation and to enhance transmission capacity for electricity from hydro plants in the Northwest. The additional capacity is expected to contribute to a stable electricity supply for Phu Tho, Hanoi, and other northern provinces, particularly during peak demand.
According to NPTPMB, construction faced difficulties due to tight space within the substation, the presence of energized equipment, and the need to coordinate outages with hydro plants operating at maximum capacity—conditions that made planned outages challenging.
Despite these constraints, the project advanced on schedule under strong direction from EVNNPT, coordinated through dispatch centers, Transmission Company 1, and Hoa Binh Transmission, and is reported to meet EVN and EVNNPT directives.
The completion of energizing the Hoa Binh 500 kV Substation upgrade is described as a tangible action by EVNNPT and NPTPMB to mark the 51st anniversary of the Liberation of the South and national reunification (April 30, 1975–April 30, 2026) and the 140th International Workers’ Day (May 1, 1886–May 1, 2026).
