Currently, there are about 2.56 million households and individual businesses with annual revenue under 1 billion VND.
On April 29, 2026, the Government issued Decree 141/2026/ND-CP amending and supplementing several tax provisions for household businesses, individuals, and enterprises.
Under Decree 141, the revenue threshold used to apply tax policies and tax administration for households and individual businesses is raised from 500 million VND to 1 billion VND per year.
Along with the threshold increase, the electronic invoicing regulation has been amended. Household businesses and individuals with annual revenue over 1 billion VND must use electronic invoices with a code from the tax authority or invoices generated from a cash register connected to the tax data.
For households with multiple locations, the establishments must use a single tax code and display the location code on the invoice.
For households and individual businesses with revenue up to 1 billion VND, the use of electronic invoices is at the users’ discretion if the conditions are met.
Household businesses newly established, or those previously under the threshold, whose revenue in the year of occurrence exceeds 1 billion VND must register to use electronic invoices within 30 days from the time the cumulative revenue exceeds the limit.
For enterprises, the decree adds a provision exempting corporate income tax for organizations with total annual revenue not exceeding 1 billion VND. This policy does not apply to related parties that do not meet the conditions.
For newly established enterprises, if projected revenue does not exceed this threshold, they are not required to prepay corporate income tax in the year. If actual revenue exceeds the threshold, the enterprise must declare and settle taxes as prescribed but will not incur late payment penalties.
The decree takes effect from January 1, 2026. If households, individuals, and enterprises fall under the new threshold after tax declarations, paid taxes are offset or refunded as prescribed.
According to tax authorities, there are currently about 2.56 million households and individual businesses with revenue under 1 billion VND. The authorities say the threshold increase is intended to support small businesses amid rising input costs and weak purchasing power, while simplifying policy and reducing incentives to evade taxes.
For the enterprise sector, the new regulations are expected to encourage households to convert to corporate models, expand scale, and improve efficiency, contributing to the goal of 2 million enterprises by 2030.
