The NHNN Inspectorate Region I has issued an extraordinary inspection conclusion for Huy Thanh Jewelry Co., Ltd (the Huy Thanh brand). During the period under review, the company generally complied with state regulations in its gold business. In accounting, tax matters, and the preparation and use of invoices and supporting documents, the inspectorate noted that Huy Thanh Jewelry provided complete invoices for gold purchases from eligible units, maintained records, and made payments through banks as required. The authorities also reported no signs of market disruption in the gold market attributable to the company.
Despite the overall compliance assessment, the inspectorate identified several shortcomings. The company did not correctly adjust its production certificate for gold jewelry manufacturing when changing its production location. In addition, production activity data were found to be inaccurate.
Specifically, the company submitted reports on large-value transactions, internal regulations, and changes to the person responsible for anti-money laundering after the applicable deadlines.
The inspectorate also found that Huy Thanh Jewelry misreported information, leading to underpayment of corporate income tax. The company also failed to submit Appendix I as required.
Based on the findings, the Chief Inspector of NHNN Region I issued an administrative penalty for failing to report on time in the anti-money laundering area and for providing inaccurate data two or more times within a fiscal year. The violation record was also transferred to the Hanoi Tax Department for further processing under its authority.
The inspectorate further required Huy Thanh Jewelry to implement three recommendations to address the identified violations.
Huy Thanh Jewelry was established in 2006 with charter capital of VND 456.6 billion. Ownership is held by Mr. Do Van Hy (99.4%) and Mr. Nguyen Hai Hung (0.6%). The company currently operates 17 business points in the North (including the headquarters, one manufacturing plant, and 15 retail stores), as well as 7 points in the Central region and 12 points in the South.
