Information on the progress of implementing E10 biofuel was provided at the Q1-2026 regular press conference held on the afternoon of April 9, 2026. Mr. Dao Duy Anh, Deputy Director of the Department of Innovation, Green Transformation and Promotion, said that on March 19, 2026, the Prime Minister issued Directive No. 09/CT-TTg on energy saving and accelerating the rollout of biofuel use, instructing the Ministry of Industry and Trade (MOIT) to study switching from mineral gasoline to E10 biofuel in April 2026.
Following the Prime Minister’s directive, MOIT requested lead traders to report on readiness to transition to biofuel. On March 26, 2026, Deputy Minister Nguyen Sinh Nhat Tan chaired a meeting with related ministries, major traders, and associations including the Biofuel Association and the Vietnam Oil Association.
Based on information and reports, MOIT identified three main factors enabling early deployment of E10: supply; legal conditions and infrastructure; and the readiness of enterprises in the distribution chain to consumers.
Mr. Dao Duy Anh said outlets under major distributors such as Petrolimex and PVOIL, or other large market-share companies, are essentially prepared. However, some smaller enterprises and gas stations face challenges in infrastructure readiness, including tank cleaning and equipment upgrades required to distribute E10 to consumers.
“During the meetings, we advised units to accelerate infrastructure preparation to support the transition from mineral gasoline to E10 biofuel,” he added. MOIT also submitted Proposal No. 2249 on April 1, 2026 to report to the Prime Minister on conditions and capabilities for distributing E10 in April.
MOIT proposed several measures, and it said that if implemented cohesively, E10 could be deployed in April.
On price management of E10, Deputy Minister Nguyen Sinh Nhat Tan said current regulations—Decree 83/2014/ND-CP and Decree 80/2023/ND-CP on gasoline and oil trading—already address price calculation for biofuel gasoline. In the time ahead, MOIT will continue to study and implement price regulation for biofuel gasoline in accordance with the law, specifically under the existing decrees on gasoline trading.
