Good news for residents of Hue and Da Nang. According to a report from the Office of the Ministry of Construction, the ministry recently conducted inspections of social housing projects in Hue and Da Nang on April 9–10.
In Hue, the inspection team reviewed social housing projects located under the 20% land reserve of the Hue urban area, including the Thuỷ Vân complex (phase 2) in An Vân Dương, as well as a social housing project on the XH1 site in An Vân Dương.
As of now, Hue has 21 social housing projects with about 20,537 units, including 12 independent social housing projects and 9 projects within the 20% land reserve of commercial projects.
From March 2026 to date, materials costs have risen, directly affecting total investment and construction costs, thereby impacting project progress. Some projects also face difficulties related to compensation and site clearance.
Hue’s 2026–2030 plan targets roughly 18,461 units, equivalent to 1,788,001 square meters of floor space. For 2025–2030, the government’s social housing target for Hue is 11,800 units, meaning the city’s projected number would exceed the government target by 6,661 units.
The Hue Department of Construction stated: “It is expected that by 2030, under this plan, the city will meet the government’s social housing requirement as per Resolution 07/NQ-CP dated 12 January 2026.”
After the on-site checks, the ministry said Hue has ample land banks, favorable locations near main roads, strong infrastructure in central areas, proximity to industrial zones, and has selected capable developers—creating a foundation for social housing development.
Deputy Minister of Construction Nguyen Van Sinh said: “Hue currently has about 21 projects with over 20,500 units, while the plan calls for 12,000 units. This shows readiness to exceed the 2030 target.”
However, the ministry assessed that despite overall strengths, in 2026 Hue is projected to reach just over 1,700 units, far short of the 3,200-unit target—about 1,500 units behind. The ministry urged Hue to take decisive measures to avoid falling behind the plan next year.
The ministry recommended that Hue concentrate resources in the second half of 2026 to ensure the 3,200-unit target is achieved and to prevent a shortfall.
In Da Nang, the city aims in 2026 to launch 7–9 new social housing projects and sell 6,000–7,000 units.
On April 10, Deputy Minister Nguyen Van Sinh chaired a working group to inspect social housing projects at Block 5 and Block 3 in Nam Cầu Cẩm Lệ Ward, Da Nang.
The Block 5 project, developed by Global Housing Development Joint Stock Company, and the Block 3 project, developed by Chuong Duong Homeland Joint Stock Company, were found to be backed by capable developers and to have progress meeting requirements. The ministry urged the Block 3 project to be topped out by the end of 2026.
Deputy Minister Sinh noted: “In the past two years, Da Nang has shown clear progress in social housing; 2025 achieved the target and 2026 is being implemented in a very concrete manner. If 6,000 social housing units are completed, this would exceed this year's target.”
The ministry advised Da Nang to ensure housing for armed forces, including police with more than 1,000 units across two sites and the military with three sites.
It also recommended that Da Nang plan to fill 1,200 remaining units by year-end. The ministry further urged investors with cleared land to act without disturbing government plans.
Lê Văn Tuấn, Deputy Director of the Da Nang Department of Construction, said that for 2026 the city was assigned a social housing target of 4,979 units. The city is currently progressing on 20 projects with about 18,265 units approved and allocated to investors.
For the 2025–2030 period, Da Nang plans to complete and put into service 28,955 units under the Prime Minister’s “1 million housing units” plan.
