Nguyen Thanh Nghi, head of the Central Policy and Strategy Department, said resources should be focused on developing Vietnam’s maritime economy while accelerating science and technology, innovation, digital transformation, and training a high-quality workforce. He made the remarks at a conference held in the northern region to summarize Resolution 36 of the Party Central Committee on the sustainable development of Vietnam’s maritime economy to 2030, with a vision to 2045.
The conference aims to draft a formal, rigorous, and scientific report in line with the Party’s directives, while integrating practical experiences from coastal localities. Nguyen Thanh Nghi urged delegates to concentrate on three main content groups: (1) assessing the implementation status of Resolution 36; (2) outlining directions to amend the Law on Resources and Environment of Sea and Islands; and (3) detailing practical implementation of the resolution at the local level.
In particular, the discussions focused on listening to localities’ difficulties, obstacles, and issues that emerged after the reorganization of administrative units, infrastructure, and the spatial planning of the sea.
Deputy head Nguyen Duy Hung presented a summary of the draft report on the project. After eight years of implementing Resolution 36, he highlighted limitations, their causes, and major directions for future maritime economic development.
Deputy Minister of Agriculture and Environment Dang Ngoc Diep presented policies and directions for constructing the amended Law on Resources and Environment of Sea and Islands, noting that several issues have arisen in practice since the 2015 law.
Ministries and localities also called for reviewing and improving the legal framework, strengthening maritime economic development in alignment with national defense and security, and clarifying additional content in the draft report.
Concluding the conference, Nguyen Thanh Nghi acknowledged the frank and responsible opinions of delegates. He said discussions generally agreed with the content, structure, and overall assessment of the draft report, while adding practical input from localities.
