To bring Conclusion No. 18 of the second meeting of the 14th Party Central Committee into practice promptly, to maximize its effectiveness, and to promote fast and sustainable socio-economic development toward a two-digit growth target, it is essential that agencies in the political system at all levels and sectors pay special attention to organizing and implementing the plan, ensuring proactive, urgent, flexible, and effective execution.
At the national conference to study, absorb, and implement Conclusion No. 18-KL/TW dated 2 April 2026 on the plan for socio-economic development, public finance, and mid-term debt and public investment for 2026-2030 linked to the two-digit growth objective, Mr. Nguyen Thanh Nghi (a Politburo member and head of the Central Policy and Strategy Commission) presented the topic.
Mr. Nguyen Thanh Nghi stressed that this conclusion is of great significance; it consolidates the core content of the proposals on measures to push for two-digit growth; it concretizes strategic directions and major policy decisions in the 14th Party Congress; it demonstrates the strong commitment of the entire Party, the armed forces, and the people to achieving rapid and sustainable growth.
The global conditions in 2021-2025 presented opportunities and challenges; yet difficulties dominated. Nevertheless, with the active involvement of the entire political system, the Party, the people, and the armed forces under the Party's leadership; with the supervision, accompaniment, and coordination of the National Assembly; and with decisive, flexible, timely, and effective direction from the Government, the Prime Minister, ministries, and localities, the country continued to achieve important, comprehensive results; meeting 22 of 26 macroeconomic and social targets, with all social indicators satisfied.
However, the macroeconomic foundation is not yet solid; productivity, quality, efficiency, resilience, and competitiveness remain low. Science, technology, innovation and digital transformation have not contributed significantly to growth. Entering 2026-2030, global conditions are highly complex and unpredictable; in particular, Middle East conflicts disrupt supply, push up oil and
gas prices and transportation costs, negatively affecting international trade and investment and impacting the achievement of macroeconomic growth objectives.
Based on a comprehensive assessment of opportunities and challenges, the Central Committee unified targets and indicators to achieve two-digit economic growth to complete the country's two strategic objectives for the 100-year plan.
The conclusions set out four groups of guiding viewpoints: ensuring comprehensive and direct leadership of the Party; promoting the state's development role; supervision and critique by the Fatherland Front; and a determined effort to implement the Party's resolutions to achieve two-digit growth while stabilizing macroeconomics and major economic balances.
The conclusions prescribe four main tasks and solutions: on macroeconomics; on national finance; on debt and public debt and on mid-term public investment, plus three annexes.
According to Mr. Nguyen Thanh Nghi, effective dissemination and implementation of the tasks require agencies in the political system, at all levels and sectors, to organize concrete, practical programs, plans, scenarios, and to implement them decisively, in a timely manner, and in a synchronized fashion.
Thus, the Government's Party Committee and the National Assembly's Party Committee should report plans for consideration by the National Assembly; coordinate closely and adjust promptly when there are fluctuations that affect macro targets and the state budget.
The Propaganda and Public Opinion Committee and the Central mass organizations should take the lead in advising the Politburo and the Secretariat on disseminating the results of the implementation of the conclusions.
The Government's Party Committee should monitor and coordinate with the Central Policy and Strategy Commission and the Office of the Party to supervise, urge, and evaluate the outcomes; six-monthly reports to the Politburo and the Secretariat to guide direction.
Mr. Nguyen Thanh Nghi urged provincial and municipal secretaries and heads of ministries and central agencies to lead by example, directly guide the development of programs, plans, realistic scenarios, and to organize decisive, synchronized and effective implementation.
At the same time, strengthen inspection and supervision; promptly resolve issues within authority; hold those responsible to account; and encourage and facilitate enterprises and people to participate actively in the common national goals.
