Two sections of the North-South Expressway—Quy Nhon to Chi Thanh and Chi Thanh to Van Phong—will not be completed to the originally planned extent and will instead be opened in sections by April 30.
While the Quảng Ngãi to Gia Lai section has been in operation since April 29, 2026, the Dak Lak segment continues to fall behind schedule, with only 58 of 90 kilometers opened.
Along the route, two interchanges have already been opened: Chi Thanh Interchange (Km 1278+177) and Nguyen Huu Tho Interchange (Km 1301+000).
For the Quy Nhon to Chi Thanh project, a representative of Project Management Unit 85 said that at 23:00 on April 30, 34/42 km would be opened, covering Km 1242+533 to Km 1276+691 and connecting to the Chi Thanh to Van Phong expressway.
The remaining 12 km cannot be implemented due to land clearance for about 900 m of service road in Xuan Loc commune, involving 11 individuals/organizations. After land handover, the contractor is expected to need nearly one month to complete the work to ensure safe operation.
Meanwhile, the remaining approximately 24 km is being accelerated and is expected to be completed by May 10. Progress has been affected by a landslide at Km10+740 to Km11+360 following the historic floods in November 2025.
Addressing the landslide requires design changes and additional land clearance. As of now, the locality has not fully handed over the land, preventing the contractor from carrying out remediation under the new plan, which affects operational safety.
The investor said compensation payments are expected to be completed by May 5, after which land will be handed over to implement final remediation of the landslide points.
Mr. Pham Truong Vu, Director of the Chi Thanh to Van Phong expressway project, said that during construction, units faced multiple challenges, including land clearance, mining permit issues, the impact of historic floods in November 2025, and recently rising prices for fuel and materials. Despite these difficulties, he said the main components are basically complete.
The Chi Thanh to Van Phong expressway project, part of the North-South Expressway, is over 48 km long and runs through many communes in Phu Yen Province (formerly) and now Dak Lak Province. The project has a total investment of nearly 10,800 billion VND and is managed by Project Management Unit 7 (Ministry of Construction).
The expressway began in early 2023 and was scheduled to be completed by April 30, but it has again missed its deadline.
