Under the original schedule, two component projects of the North–South Expressway passing through Đắk Lắk province—Quy Nhơn–Chí Thạnh and Chí Thạnh–Vân Phong—were planned to begin operation in April 2026. However, both projects have not yet been completed because local authorities have not handed over sufficient land for the works.
Insufficient land clearance is preventing completion of final safety-related work, delaying full operation of the expressway segments.
For the Quy Nhơn–Chí Thạnh section, the land clearance dossier for the southern bypass of the Cu Mong tunnel and the tunnel-vent shaft road at Km 26+980 has been handed over to Xuân Lộc commune. Despite this, there has been no decision to revoke land in the area.
Key unresolved items include one 22kV power line pole along the route to be removed from QL1A and one household at Km 26+800.
Because of the land clearance shortfall, the expressway section cannot be opened for full operation. Specifically, the traffic management plan for the segment from the south of the Cu Mong tunnel to enter the expressway is discontinuous, requiring vehicles to travel along QL1 before entering at the Km 32+533 interchange.
In the Chí Thạnh–Vân Phong segment, historic floods in 2025 in central Vietnam triggered a landslide on the stretch from Km 10+740 to Km 11+360. This required design adjustments and additional land clearance work to excavate the slope.
The land clearance dossier has been handed over to Ô Loan and Tuy An Bắc communes. However, local authorities have not yet handed over all land in the areas requiring processing, making it impossible to carry out landslide mitigation according to the adjusted design. This affects safety during project commissioning.
To meet the construction plan and traffic management requirements, and to put the main line into operation in April 2026, the Ministry of Construction has asked Đắk Lắk province to direct local authorities at all levels and relevant agencies to complete land clearance in the specified areas before 20 April 2026.
Local authorities are also urged to organize public information campaigns and mobilize residents to hand over land to the investor so contractors can meet the completion timeline.
The Quy Nhơn–Chí Thạnh expressway segment has an overall length of nearly 62 km (excluding the 5.1 km through the Cu Mong tunnel), crossing Gia Lai (about 20 km) and Đắk Lắk (more than 42 km).
The Chí Thạnh–Vân Phong expressway segment has an overall length of more than 48 km through Đắk Lắk province.
The project begins at the Chi Thạnh junction (in Tuy An Bắc commune), connecting to the Quy Nhơn–Chí Thạnh expressway. The endpoint is at the junction with QL1 (in Hòa Xuân commune), continuing with the northern ramp of the Đèo Cả tunnel and the Vân Phong–Nha Trang expressway.
In the phased stage, both expressways will be invested with four lanes, with a roadbed width of 17 m.
