On April 23, 2026, the 85 Project Management Board (Ministry of Construction) issued a document requesting Đồng Nai Province’s People’s Committee and the Traffic Police Department to assist in organizing traffic sequencing and regulation when the main segment of Component 2 of the Bien Hoa–Vung Tau Expressway—extending more than 18 km from the Long Thành interchange to the project’s end, connecting with Component 3 in Ho Chi Minh City—is temporarily put into operation before April 30.
The board said that because Component 1 is not yet completed and the Ho Chi Minh City–Long Thành Expressway is under expansion, connectivity is constrained. The currently feasible plan is to allow access to the expressway via Bung Mon Street (managed by Long Thành Commune authorities) combined with the right-side service road, with a direct connection to the expressway. The plan was approved by the Đồng Nai Department of Construction after the province was tasked with studying and proposing it.
Authorities noted that Bung Mon Street has a narrow cross-section of about 9 meters, no shoulder, and is densely populated on both sides. The road runs near Long An Market, a resettlement area, and many schools, and it also serves as a linkage to the Loc An–Bình Sơn Industrial Park, where traffic volume—especially heavy trucks—is often high.
At a meeting on April 21, the Road Traffic Police and relevant units agreed that, in the initial phase, only passenger cars under 9 seats would be allowed to use the expressway through this connection. The restriction is intended to ease traffic pressure and ensure safety while the temporary operation is implemented.
To enable the temporary operation, the 85 Project Management Board directed the contractor to urgently repair and repave Bung Mon road and to install complete signage, prohibitory signs, and vehicle restrictions in line with the agreed traffic organization plan.
Authorities warned that using Bung Mon as the main connecting route could lead to a sharp increase in traffic, with potential congestion and traffic safety risks if timely regulation is not provided.
The 85 Project Management Board requested Đồng Nai Province’s People’s Committee to direct related units to strengthen public communication so residents understand the access route to the expressway from National Highway 51. It also asked the Traffic Police to deploy personnel to regularly patrol, monitor, and regulate traffic in the Bung Mon area and on the service roads, particularly during peak hours and holidays.
