Parliament continued the second session of the first meeting of the XVI National Assembly this morning, focusing on breakthrough mechanisms and policies for Vietnam’s cultural development, the pilot implementation of the public lawyer regime, and solutions to remove obstacles and bottlenecks affecting stalled projects.
Under the session program, the Minister of Culture, Sports and Tourism, acting on behalf of the Prime Minister, presented a briefing on a draft National Assembly resolution covering breakthrough mechanisms and policies for Vietnam’s cultural development. Immediately afterward, the Chair of the Cultural and Social Committee presented the committee’s assessment report on the draft resolution.
Next, by authorization of the Prime Minister, the Minister of Interior briefed the plan to establish Dong Nai City under central government. The Minister of Justice then briefed the draft National Assembly resolution to implement the pilot regime for the public lawyer.
Following these briefings, the Chair of the Legal and Judicial Committee presented assessment reports on the two draft resolutions.
Between 8:40 and 10:45, the National Assembly discussed in committee three draft items: breakthrough mechanisms for cultural development; the pilot regime for the public lawyer; and the establishment of Dong Nai City under central government.
In addition, during the morning session, the Assembly was expected to discuss in private a draft National Assembly resolution on special mechanisms to address land-law violations by organizations and individuals that occurred before the 2024 Land Law took effect, along with further measures to resolve difficulties and obstacles for stalled projects.
In the afternoon, the Assembly held plenary discussions on evaluating and supplementing the results of the 2025 socio-economic development plan and the state budget; the status of the 2026 socio-economic development plan and budget in the first months of 2026; and the 2026–2030 five-year socio-economic development plan.
The afternoon agenda also included the drive to practice thrift and combat waste in 2025, and progress toward national targets on gender equality in 2025.
After the plenary discussions, government members presented explanations and addressed questions raised by deputies related to the topics above.
