On April 20, during the first session of the National Assembly, the Government submitted to Parliament a proposal to establish Dong Nai City as a centrally administered city. The proposal is grounded in Resolution 03-NQ/TW dated March 25 by the Party Central Committee’s 14th tenure and the Politburo’s Opinion 1184-CV/VPTW dated March 23, 2026, which approved the principle of establishing Dong Nai City under central authority.
The Government said establishing Dong Nai City under central authority will create new development momentum for Dong Nai, the Southern region, and the country. It is presented as a fundamental shift in the development model and local governance, aiming to position Dong Nai as a large city with functions to share, link, and mutually develop with Ho Chi Minh City.
The proposal frames Dong Nai City as a growth pole, an economic linkage hub, and an international integration gateway, while also supporting spatial development in the Southeast region in line with the Politburo’s conclusions. The Government also cited political, legal, and practical grounds, arguing that central administration is necessary.
Under the proposal, Dong Nai City would cover the current natural area of 12,737.18 km2 and have a population of 4,491,408. The city would comprise 95 administrative units, including 33 wards and 62 communes.
The Government stated that the seat of Dong Nai City under central authority would be retained as is, and the organizational structure would largely be kept. New agencies would be established in accordance with Party regulations and the law.
In the near term, the proposal indicates that current staff within the political system will remain, while Dong Nai has prepared a plan to reorganize personnel to fit the urban governance model.
The Government said Dong Nai meets all 5/5 conditions for city status under Article 8(2) of the Law on Local Government Organization and all 7/7 standards for a city under Article 4 of Resolution 112/2025/UBTVQH15.
In presenting the appraisal report, the Chair of the Legal and Judicial Committee, Phan Chi Hiếu, said the Committee supports the Government’s proposal and recommends that Parliament approve the resolution establishing Dong Nai City under central authority.
The Committee also supported setting the effective date at April 30, 2026, citing the need to align with the province’s aspirations and ensure consistency with the National Assembly Standing Committee’s already approved plan to establish 10 wards in Dong Nai.
Parliament is expected to consider the establishment of Dong Nai City under central authority in April.
