This morning, Prime Minister Pham Minh Chinh chaired the Government’s regular March 2026 meeting and an online Government conference with local authorities.
The session is the final meeting of the XV Government before the National Assembly XV convenes for its upcoming first session to elect a new Government.
In his closing remarks, the Prime Minister expressed gratitude to leaders and agencies within the political system, the Vietnamese people, the business community, and international friends and partners for their support during the Government’s term.
The Prime Minister recalled that he was elected Prime Minister on April 5, 2021, and that the Government was restructured on April 6, 2021.
He said that over the past five years, the country faced both opportunities and favorable conditions as well as challenges. Overall, he noted that difficulties outweighed opportunities and advantages. Despite “many headwinds,” he said Vietnam’s national economic and social development “safely reached harbor” and largely achieved the targets set by the Party Central Committee, the National Assembly, and relevant agencies.
The Prime Minister attributed these results to the efforts of ministries, sectors, localities, agencies, and units, as well as domestic and international enterprises. He also highlighted the role of the Party Central Committee, the Politburo, the Secretariat, and top leadership—including the General Secretary and Party and State leaders—along with the Fatherland Front’s guidance and coordination.
He further thanked the Party Central Committee, the Politburo, the Secretariat, the General Secretary and other key leaders; Party, State, and Fatherland Front leaders; agencies and localities; and the entire people. He also expressed appreciation to media and journalists for accompanying the Government during difficult periods, and to domestic and international business communities for their support.
In particular, he extended thanks to international partners for effective assistance to Vietnam during vaccine and energy challenges.
The Prime Minister also acknowledged the contributions and extended best wishes to five agencies that previously belonged to the Government and have since become part of the Party Central Committee as public service units, hoping they will continue serving the Party, the State, and the people.
The Prime Minister said he believes and hopes the new Government will continue to inherit and promote good traditions, overcome limitations and inadequacies, and complete the tasks entrusted by the Party, State, and people—so that results in the coming year and term will be higher than those of the previous term.
The First Session of the 16th National Assembly is scheduled to hold a preparatory session on the afternoon of April 5, 2026, with an opening on the morning of April 6, 2026, and an expected adjournment on April 23, 2026. The session will take place at the National Assembly House in Hanoi.
The total duration is expected to be about 11 days, divided into two phases: Phase 1 from April 6 to April 12, and Phase 2 from April 20 to April 23, 2026, with possible reserve days on April 24 and 25, 2026.
During the session, the National Assembly will consider and decide on the organization of the apparatus and personnel; eight draft laws and one legal normative resolution; five groups of economic and social, financial, budgetary, supervisory, and other important topics; and nine groups of reports from agencies for deputies to study.
On organizational structure and personnel, the National Assembly will consider and decide the number of Standing Committee members; elect the Chairman of the National Assembly, Vice-Chairmen, and Standing Committee members; elect the Chair of the National Assembly’s Committee and the Head of the National Assembly Office; and elect the Chief Justice of the Supreme People’s Court and the General Auditor, as well as the Secretary General of the National Assembly.
The National Assembly will also elect the President, the Prime Minister, the Vice Presidents, the Chief Justice of the Supreme Court, and the Prosecutor General of the Supreme People’s Procuracy.
In addition, it will decide on the structure and size of the Government; approve the candidate slate for appointment of Supreme People’s Court Justices; approve the appointment of Deputy Prime Ministers, Ministers, and other Government members; and approve the lists of Vice Presidents and members of the National Defense and Security Council.
Under the 2013 Constitution, immediately after being elected by the National Assembly, the President of the National Assembly, the President, the Prime Minister, and the Chief Justice of the Supreme Court will take an oath before the National Assembly.
