From 1 April, Quang Ninh Province and Hai Phong City will formally implement a cross-region passenger transport plan linking the coastal tourism route between Ha Long Bay and Lan Ha Bay. Lan Ha Bay is located east of Cat Ba Island in Hai Phong, adjacent to Ha Long Bay.
According to the Ha Long Bay – Yen Tu World Heritage Management Board, a cooperative framework signed on 26 March between Quang Ninh and Hai Phong established four joint itineraries. The arrangement is designed to allow cruise ships to move passengers flexibly between the two localities, helping operationalize commitments to harness the value of the Ha Long Bay – Cat Ba World Heritage site recognized by UNESCO.
Previously, around 500,000 visitors each year had to travel by high-speed boat to switch between the two bays. The transfer process was described as inconvenient and limited the overall visitor experience. The new itineraries are expected to ease a long-standing bottleneck and improve the heritage site’s appeal on Vietnam’s tourism map.
The four joint itineraries are:
Passenger ships staying overnight in a locality must dock at the points designated by that locality. To support safety and sustainability of the heritage, both localities agreed that cruise ships and high-speed passenger boats must install AIS or GPS devices, maintain continuous connection, and share data between the Quang Ninh Port Authority and the Hai Phong Port Authority.
Operating hours are set as follows: in summer, ships operate from 05:00 and must return to the harbor by 20:00; in winter, operating hours run from 05:30 to before 19:00. Vessels operating within the administrative boundary of a locality are managed and held responsible by that locality.
Environmental and onboard requirements include compliance with wastewater treatment standards and a ban on using or selling single-use plastics on board.
Deputy Chairman of the Quang Ninh Provincial People’s Committee Nguyen Thi Hanh said the route opening will unlock significant development potential and enhance heritage exploitation. Quang Ninh leaders urged relevant agencies to quickly standardize vessel equipment.
Cruise ships must comply with safety, technical, and environmental protection requirements under Circular 66/2025 of the Ministry of Construction.
Earlier, Starlink satellite coverage points were identified at ten sites in the Ha Long Bay area to support tourism development, security, and rescue operations. Starlink operates at roughly 550 km altitude, which may supplement existing telecommunications infrastructure and improve connectivity in hard-to-reach areas.
For Hai Phong, the Hai Phong Floating Platform has been recognized with two Vietnamese records related to aquaculture-cum-tourism and dual pedestrian walkways on a floating village. Lan Ha Bay’s ecosystem supports eco-tourism linked to aquaculture in Hai Phong, with the developments aimed at diversifying tourism offerings and extending visitor stays.
Forecasts suggest Ha Long Bay could welcome an additional 5,000–6,000 visitors daily once operations stabilize, with more than 50 overnight ships moving from Lan Ha Bay to Ha Long Bay.
Ticket sales are expected to begin from 4 April at Tuan Chau Port and Ha Long International Port.
