The Hue City People’s Procuracy has approved indictments against seven defendants in a case involving the use of computer networks, telecommunications networks and electronic devices to misappropriate assets. The alleged crimes occurred across multiple provinces and cities nationwide.
The defendants indicted are Duong Quang Phat, Vuong Van Tuyen, Tran Nhat Linh, Ho Minh Luan, Tran Thi Hoi, Huynh Hoang Huy, and Do Van Dat, all residents of Hue City.
The Hue City People’s Procuracy also approved arrest warrants for six defendants for temporary detention and applied a travel ban on one defendant to support the investigation.
According to initial findings, Phat used social networks to purchase international payment card information from multiple individuals for the purpose of stealing money from their accounts. The information traded included card numbers, expiration dates, CVV codes, cardholder names, addresses, phone numbers and emails.
Phat then arranged with Tuyene and Linh to buy Facebook accounts and Google MCC accounts from online platforms, attaching the international card information to these accounts to facilitate advertising for online shops. During the advertising campaigns, funds from cardholders’ accounts were gradually deducted until balances were exhausted or limits were exceeded.
When the shops generated revenue, the funds were withdrawn and transferred to the accounts of Tuyene and Linh. Investigators determined that Tuyene and Linh hired Ho Minh Luan, Tran Thi Hoi, Huynh Hoang Huy, Do Van Dat and others to attach cards and operate advertisements on online platforms to steal from cardholders.
From 2024 to date, Phat and accomplices allegedly purchased a total of 22,841 international card information records, stealing more than USD 100,000 and 10 million yen from cardholders. The total amount misappropriated is estimated at about 5.5 billion VND.
In addition to direct theft, the group allegedly earned billions of VND from running advertisements for online shops.
The case is being further investigated by Hue City Police.
