Standing Committee of the National Assembly approves the proposal 'Comprehensive review of the system of normative legal documents to meet the development requirements of the country in the new era'. The objective is to turn the institutional framework and laws into a competitive advantage, paving the way for development. On the afternoon of 2 April, during the 56th session, the Standing Committee continued to review and decide on the comprehensive review of the system of normative legal documents. Presenting a summary of the proposal, Justice Minister Nguyen Hai Ninh said the comprehensive review aims to assess the current state of the normative legal documents system accurately, fully, and comprehensively. From this, a holistic solution is proposed to build and perfect a democratic, fair, cohesive, unified, transparent, and feasible legal system with a strict, consistent implementation mechanism that aligns with advanced international standards and the country’s realities. Moreover, the aim is to turn institutions and laws into a competitive advantage, opening a path for creation and development to meet the requirements for fast and sustainable development in the new era. At the same time, it contributes information for research and amendment of the 2013 Constitution. Core content of the proposal includes: identifying criteria and directions for implementing the comprehensive review; determining objects, scope, and time, the implementation timeline, and reporting the results of the comprehensive review; proposing that the Standing Committee pass a resolution on the comprehensive review of the normative legal system; proposing that the Standing Committee establish a Steering Committee for the comprehensive review; the tasks, concrete solutions for carrying out the comprehensive review; and the organization of implementation. Presenting a summary of opinions on the proposal and the draft resolution of the Standing Committee, Hoang Thanh Tung, Chief of the Legal and Judicial Committee, largely agreed with the government’s proposal on the objects and scope of the comprehensive review. The Standing Committee’s Legal and Judicial Affairs Secretariat notes that the criteria for the comprehensive review stated in the Proposal and the Draft Resolution are broadly consistent with the overall objectives of the comprehensive review. However, these criteria have not been clarified in the Resolution nor linked to the political tasks and duties set by the Party and State in building and refining the institutional system today. Therefore, the Secretariat proposed that the drafting agency continue to review, study, and align with the political requirements and tasks set by the Party and State to build and refine the institutional framework, and to attach specific requirements for each criterion as well as clarify the outputs and outcomes of the review process and outline these contents in the Resolution to facilitate implementation. At the session, the Standing Committee voted to approve the proposal and the draft Resolution. Also at the session, the Standing Committee gave opinions on personnel matters to be submitted to the National Assembly at the First Session of the XVI National Assembly; the draft Resolution of the National Assembly on the government’s organizational structure for the XVI term; the draft Resolution on the number of Government members for the XVI term; and the project amending and supplementing several provisions of the Social Insurance Law.
