The State Bank of Vietnam (SBV) has issued letter No. 2018/NHNN-PHKQ to SBV regional branches, credit institutions, and foreign bank branches, outlining strengthened measures to prevent bank robberies. The SBV said there have been several bank robberies in recent times across multiple localities, prompting the central bank to direct relevant units to take proactive steps to prevent and deter robbery crimes at transaction offices, branches, and SBV offices.
For SBV regional branches, the letter instructs units to strengthen cash-handling and treasury controls, with a focus on preventing robberies, and to strictly enforce SBV regulations.
The SBV also directs regional branches to act as liaisons with the police to support credit institutions in connecting alarm systems to the nearest police agency. In addition, SBV regional branches are tasked with assisting credit institutions in developing robbery-prevention plans and conducting drills to ensure bank security and safety.
For credit institutions and foreign bank branches, the SBV calls for continued implementation of its directives under Circular No. 316/NHNN-PHKQ dated 31 July 2025 and Circular No. 482/NHNN-PHKQ dated 20 January 2026 on preventing bank robbery crimes. The letter highlights several key areas:
