After the first four months of 2026, the disbursement pace of public investment capital in Tay Ninh was at a low level, prompting the provincial People’s Committee to issue a series of directives aimed at accelerating implementation while tightening discipline across the system.
According to the Tay Ninh Finance Department, by the end of April 2026 the province had disbursed only 7.14% of its capital plan, far below the minimum 20% target and below the national average.
Among 27 project sponsors, only 9 units achieved above 20% disbursement. The remaining 18 units were below this level, including 7 units that had not yet disbursed.
Huỳnh Văn Sơn, Vice Chairman of the People’s Committee of Tay Ninh, said accelerating public investment disbursement is a top priority for 2026. The provincial government requires heads of agencies, units, and investors to take full responsibility for project progress and the disbursement of each project and each allocated funding source.
The People’s Committee requires investors, within five days, to develop detailed monthly and quarterly disbursement plans, identify bottlenecks, and propose remedies. Inspections and supervision are to be strengthened, with clearly assigned responsibilities and weekly progress reviews to resolve obstacles promptly.
For projects that do not meet conditions, the province requires urgent completion of investment, land, construction, bidding, and site clearance procedures. Contractor selection will be tightened, including the firm replacement of weak or slow contractors or those failing to meet quality standards.
The provincial government emphasized that accelerating progress must be paired with ensuring construction quality, investment efficiency, occupational safety, and environmental hygiene. It also stated that there must be no negative acts, corruption, embezzlement, or waste.
Investors that slow disbursement will be reprimanded and subject to reviews; if there is no improvement, measures will be taken, including replacing officials.
The Finance Department is responsible for monitoring, urging, and reporting progress weekly. Disbursement results will be used as a key criterion in evaluating the performance of unit heads.
At the local level, district and ward People’s Committees must accelerate land clearance and mobilize residents to hand over land on schedule. The Land Development Center is required to disburse payments as soon as plans are approved, following the principle: “where there is land, construction begins.”
