Two airports with an estimated combined investment of more than 13 trillion VND and a total planned area of about 850 hectares are proposed for inclusion in Vietnam’s national airport system planning. The plan would add Mang Den and Van Phong airports and upgrade Quang Tri Airport’s grade from 4C to 4E.
The Ministry of Construction said the planning is built on the aviation sector’s characteristics and the high specificity of aviation infrastructure. It is described as a key element of three strategic breakthroughs, implemented in a synchronized and sustainable manner consistent with global aviation development trends.
The ministry said the planning is dynamic and open, intended to lay groundwork for socio-economic development and regional balance while ensuring national defense and security, air sovereignty, and strong emergency response capabilities. It also aims to connect with other transport modes and mobilize maximum resources for aviation infrastructure investment while balancing state, people, and business interests.
The adjustment aims to conduct research for two new airports—Mang Den and Van Phong—to be added to the national airport system, and to adjust the airport grade of Quang Tri Airport from 4C to 4E.

The implementation time for the adjustment is expected to be about 3 months from the date the outline for adjustment is approved to the submission to the Prime Minister.
The Ministry of Construction is proposed as the agency to organize the adjustment and ensure steps are carried out under the 2025 Planning Law and other relevant laws. During the process, the ministry may locally adjust contents depending on research requirements to meet quality and schedule targets. Related agencies and localities are required to coordinate in accordance with the law.
The ministry also noted that drafting and completing the adjustment to the national airport system planning must comply with the 2025 Planning Law. After the draft adjustment is approved, the ministry will report to the Prime Minister for consideration and establish a council to appraise the adjustment and direct agencies to prepare appraisal documents under regulations.
The upgrade of Quang Tri Airport’s grade from 4C to 4E is linked to the province’s strategic position in the East-West economic corridor and the Quang Tri–Salavan (Lao PDR)–Ubon Ratchathani (Thailand) corridor (PARA-EWEC), as well as new development needs following the merger with the former Quang Binh province.
With these changes, the Civil Aviation Authority of Vietnam proposes adjusting investment needs for developing the national airport system through 2030 to about 499,619 billion VND. The funding is described as mobilized from the state budget, non-state funds, and other lawful sources.
