Trapped by rising traffic at key gateways and at busy junctions, and with the Can Tho–Ca Mau expressway coming into operation, Can Tho City is evaluating multiple measures to reduce congestion, including a plan to petition the central authorities to build flyovers at two junctions with National Highway 1A. IC3 junction (Hung Phu Ward, Can Tho City) is the crossing between National Highway 1, National Highway 91B, and Quang Trung–Vo Nguyen Giap Street, the gateway to Can Tho’s city center. It is also the hub connecting to the Quang Trung Bridge and major urban corridors. In practice, this area frequently experiences congestion, especially during peak hours when traffic from multiple directions converges. Facing growing traffic pressure at gateways, particularly when the Can Tho–Ca Mau expressway is completed, the city is considering various solutions to ease congestion, including the proposal for a central-government investment in flyovers at IC3 and at the Tran Hoang Na roundabout. A separate plan being implemented involves installing traffic signs and guidance to direct vehicles from Nguyen Van Linh Street to Le Trong Tan Street to access the expressway toward Ca Mau, instead of funneling into IC3. In the longer term, the Department of Construction will propose to the Can Tho City People’s Committee to request the Ministry of Construction to invest in flyovers at IC3 and the Tran Hoang Na roundabout; the plan has been surveyed and has the agreement of relevant agencies. The Tran Hoang Na roundabout (connecting National Highway 1 with the road to the Tran Hoang Na Bridge) is a key link from southern Can Tho into Ninh Kieu District. The area concentrates many parallel roads, residential areas, and a bus terminal, leading to high traffic density and incidents during peak hours. The city has directed agencies to conduct a comprehensive review of the traffic system, focusing on regulation, lane management, and signage. It also calls for adjusting and supplementing signage to reflect real conditions and to study utilizing existing connecting routes to reduce load on main corridors. The city has urged the Ministry of Construction to expedite presenting to Parliament the investment plan for Can Tho Bridge 2.
