Vietjet has proposed participating earlier and more deeply in airport planning and in implementing master plans, while developing stable ground services, engineering and logistics. The airline called on relevant authorities, local People’s Committees, Vietnam Airports Corporation (ACV), and the Civil Aviation Authority of Vietnam to join early to ensure coordination, efficiency, safety, and sustainable operations, with passenger services meeting international standards.
At Tan Son Nhat International Airport, Vietjet cited Ministry of Construction Document 6148 dated 24-4-2026 and said it is coordinating with the Civil Aviation Authority of Vietnam, ACV, and related agencies to develop planning for the period 2021–2030 with a vision to 2050. Vietjet also proposed increasing the involvement of the Ho Chi Minh City People’s Committee to ensure coherence and efficiency, and said it is ready to co-finance the planning work with ACV in accordance with regulations.
To improve service quality, Vietjet proposed a longer-term lease of some spaces at Terminal T1, Tan Son Nhat, to renovate and operate stably to better serve passengers.
Vietjet also proposed a mechanism for participation in infrastructure projects that balances benefits, shares risks, and ensures fair competition.
For Long Thanh airport, Sovico and Vietjet proposed investing in essential items such as equipment maintenance areas and warehouses to help form a unified, modern operating system.
Regarding Noi Bai, Vietjet said planning should be adjusted early in sync with Gia Bình Airport, including adding urban rail connections to create an integrated transport system with a long-term outlook. The Group also proposed participating with local authorities in developing Thọ Xuân and Chu Lai airports linked to a logistics center and the aviation industry.
Following the meeting, the Standing Government concluded that the Minister would review the proposals within a framework that ensures alignment with master plans, safe operations, and service quality. The review will also evaluate transport demand and investment feasibility, avoid overextension and waste, clarify investment models, mechanisms, and resources to ensure openness, fairness, and competitive neutrality, balance the interests of government, operators, and investors, and prevent corruption and waste.
Minister Trần Hồng Minh emphasized that Vietjet’s proposals have been concluded by the Standing Government, and requested that the Ministry of Construction, together with relevant agencies and localities, promptly implement each item to meet progress and deadlines.
For Tan Son Nhat, the Minister agreed to allow Vietjet to participate in sponsoring the planning work. He requested ACV to complete the planning adjustment dossier before May 30 so the Ministry of Construction can provide feedback and complete appraisal, aiming to finish before June 20.
On Vietjet’s proposal to lease existing space at the domestic terminal T1 for a longer term, the Minister said it is a legitimate request and asked ACV to coordinate with Vietjet to agree on a suitable plan that balances interests and improves operational efficiency.
The Minister also noted that all planning content related to airport functions, connectivity, and land use is tied to Ho Chi Minh City’s master plan, and therefore asked ACV and Vietjet to coordinate closely with local authorities to ensure coherence.
For Noi Bai, the Minister requested ACV to coordinate with Vietjet to complete all planning contents before May 30 and to intensify cooperation with Hanoi on connecting with urban rail.
For Long Thanh airport, four essential service infrastructure items involving the Ministry of Construction and ACV will be included in the Phase 2 feasibility study, to be approved before June 15. After approval, the Civil Aviation Authority of Vietnam, the Planning - Finance Department, ACV, and Vietjet will coordinate to guide execution and ensure completion before the airport becomes operational.
For Chu Lai and Thọ Xuân airports, the Minister asked ACV to liaise with Da Nang City and Thanh Hóa Province and the Ministry of Construction for feedback to implement. For investment methods, Vietjet would work directly with localities to unify and implement. Vietjet also needs to coordinate with local authorities to finalize and accept planning work carried out by ACV and proceed with investment procedures at these airports.
Regarding Da Nang airport, the Minister directed the Civil Aviation Authority of Vietnam to coordinate with ACV to upgrade the airport in line with approved master plans.
