Facing rising fuel costs, the head of the Civil Aviation Authority of Vietnam said options to adjust the domestic fare cap are under study, but any changes must be weighed carefully to balance the interests of airlines and passengers. The sharp rise in Jet A1 fuel costs has directly and substantially affected the operating cost structure of all airlines, intensifying public discussion on how to keep carriers viable while protecting passengers’ interests.
As risks from the fuel market became evident, Vietnamese airlines and suppliers implemented self-help measures to cope with and optimize operations. At the government management level, the Ministry of Construction and the Civil Aviation Authority briefed the Prime Minister and recommended financial support packages, including reducing the environmental protection tax on aviation fuel, to help carriers.
On whether airfares will rise, a representative of the aviation regulator said the plan to raise the cap on domestic economy-class fares is being considered under the guidance of the Ministry of Construction and evaluated by relevant parties. The Civil Aviation Authority is coordinating closely with airlines to study the option.
Mr. Do Hong Cam said the decision is sensitive because it has broad impact. He emphasized that any adjustment should be implemented cautiously, with transparent timing, proper legal procedures, and a thorough assessment of the effects on the public.
Another option under consideration is allowing airlines to apply fuel surcharges. The deputy head said any final decision must be based on balancing the interests of businesses and consumers while limiting negative effects on macroeconomic stability and growth.
Vietnam has a secure fuel supply for the upcoming holiday period. Two suppliers that account for about 80% of the aviation fuel market—Petrolimex and Skypec—have pledged to ensure ample supply. Airlines said they are confident about fuel availability to operate as scheduled.
Companies are also actively negotiating to diversify fuel sourcing channels domestically and internationally to maintain long-term stability.
