AI can advance society, but when used by unscrupulous actors it can become a weapon. A recent CCTV special report dated April 12, 2026 described an illegal supply chain for AI-enabled creation of sensitive content that is spreading online at a rapid pace, following a “curriculum–prompts–tools–monetization” model.
According to the report, a “detailed curriculum” teaching buyers how to use AI to produce fabricated sexual videos and images is sold for 9.9 yuan (about 25,000–35,000 VND). The materials are marketed as “startup” packages tied to a “money-making industry,” attracting large numbers of buyers into activities that violate the law.
The process described is straightforward: with a photo or a few descriptive lines, criminals can generate realistic deepfake content.
Investigators reportedly infiltrated online shops and purchased “prompt” sets from sellers including “Wanxiang Xiaodian” and “Nam Nam Data Repository.” The prompts are described as being designed in detail, covering elements such as hairstyle and wardrobe, as well as body movement.
To evade platform moderation, the report says criminals use tactics such as translating sensitive keywords into English or replacing characters. This is presented as a covert control method that helps AI bypass automatic screening and produce harmful outputs.
The growth of the industry has drawn public anger. Many commenters questioned how, for the equivalent of 25,000 VND, someone could “ruin” another person’s reputation, while the technology is used unethically.
Experts cited in the report warn that children and adolescents are among the most vulnerable. They noted that the appearance of deceptive content on social media can harm mental health and can also create risks of extortion and large-scale defamation.
