From June 15, 2026, the regulation on biometric authentication for subscribers who change terminal devices under Circular 08/2026/TT-BKHCN will officially take effect. Under the rule, when a user changes phones but continues to use the same SIM, the mobile operator will send a notification requiring the account holder to re-perform facial biometric verification in accordance with the regulation.
Services to be suspended include calls and SMS to other mobile numbers. At the same time, the operator must notify the user to perform biometric facial verification again.
Re-authentication is performed by taking a direct photograph of the subscriber's face. The biometric data will be cross-checked against authorized data sources, including the National Population Database, the Identity Database, the National Immigration Database, or data stored in the encrypted information storage component of the national ID card that has been verified according to the regulations.
Non-authentication could lead to a two-way lock and termination of service.
For H2H mobile subscriptions, users have 30 days from the time of suspension to complete biometric facial verification.
If the deadline passes and the verification is not completed, the telecom operator will suspend two-way service and inform the subscriber that the contract may be terminated and service terminated.
Five days after the two-way lock, if the individual or organization still fails to complete the verification as required, the operator will terminate the contract and cease providing telecom services.
Authorities said the new regulation is designed to address vulnerabilities when a user loses a SIM or phone but has not yet locked the service. In such cases, the SIM could be misused by others to make calls, send messages, or commit violations.
Requiring biometric verification when transferring a SIM to another device is also intended as a technical measure to curb the trade of pre-activated SIMs, prevent non-owner SIM use, and strengthen safety in subscriber management.
