Starting today, April 15, a new regulation governing mobile subscriptions takes effect. Subscribers who are required to verify their official information must do so to avoid having their SIM blocked by their mobile operator.
On April 15, 2026, Circular 08/2026 on verifying official subscriber information takes effect. It enables citizens, for the first time, to verify their primary SIM directly through the VNeID digital identity app.
The regulation does not require everyone to act immediately. Verification is required only for those who receive a direct SMS request from their mobile operator or a push notification from the VNeID app.
The rollout will be carried out in stages by authorities and telecom operators to ensure smooth system operation and to avoid service disruption.
If a subscriber fails to verify when prompted, the operator will block the SIM.
When prompted, the verification process is described as fast. Telecom data has been synchronized, so when users access VNeID they will see all phone numbers registered under their name across all operators.
Users are instructed to select “in use” for numbers they actually use, or “not in use” to remove numbers that are used by others or are no longer needed.
Subscribers do not need to worry if their current SIM is already registered with an ID card, a chip-embedded CCCD, or if the number is used to open a VNeID account at level 2.
Two special cases are noted:
The data standardization is intended to curb “spam SIMs,” described as a source of numerous scam and spam messages. Major operators have pledged to work closely with local police to provide at-home verification assistance for the elderly, non-smartphone users, and residents in remote areas.
For ordinary users, the guidance is to regularly check SMS messages. If a subscriber is required to verify and misses the deadline, operators will apply strict measures: one-way call blocking, two-way blocking, and ultimately number revocation.
