ACV has proposed a two-step plan to transfer international flight operations from Tan Son Nhat to Long Thành airport, with most international routes moving to Long Thành once it begins commercial operations. The proposal would shift long-haul international flights first, then move remaining international services over a longer transition period, while keeping certain shorter routes under 1,000 km operated by Vietnamese carriers at Tan Son Nhat.
Under ACV’s plan, from the start of Long Thành Airport commercial operations through the end of the Winter schedule 2026—specifically from December 1, 2026 to March 27, 2027—all long-haul international flights, including cargo, would be moved from Tan Son Nhat to Long Thành.
This initial phase is expected to account for about 19% of international passenger traffic in the Ho Chi Minh City area.
From the Summer 2027 schedule until the end of 2030, ACV proposes transferring all remaining international flights to Long Thành, except routes under 1,000 km operated by Vietnamese carriers.
If approved, ACV says that within 2027, Long Thành Airport would handle more than 90% of international passengers in the Ho Chi Minh City area.
After 2030, ACV states that all regular international flights would be operated at Long Thành. Tan Son Nhat would mainly serve domestic flights, non-regular international flights, and charter flights.
ACV said it is accelerating the progress of Component 3 of the project and preparing to operate Long Thành across organizational structure, staffing, operating plans, and testing.
The company has established a Branch I – Long Thành International Airport to manage, operate, and exploit the airport. It has also set up a Long Thành Airport cargo services branch and a Long Thành Airport fuel services branch to handle related operations.
On staffing, ACV reported that it has built a training plan to familiarize employees with the Long Thành equipment system, and that many employees have been sent to work at Tan Son Nhat to accumulate experience ahead of commercial operations.
ACV has signed a consulting contract with the Incheon Airport consortium, comprising Incheon International Airport Corporation and PIF, to implement management, operation, and handover of airport operations.
ACV said it has completed the first two phases, including defining the concept of operations and core procedures, as well as establishing commercial policies, business plans, and financial strategies.
It is now implementing the third phase—operational testing and handover of operations—with three testing rounds planned for September, October, and November 2026.
After the competent authorities issue the plan for allocating operations between Long Thành and Tan Son Nhat, ACV said it will coordinate with relevant parties to implement the transition in a synchronized manner.
