On the morning of April 6, the Secretary of the Bac Ninh Provincial Party Committee hosted Mr. Kim Sung Hun, General Director of Amkor Technology Vietnam Co., Ltd., for a visit and discussion. Speaking at the meeting, Mr. Kim Sung Hun expressed gratitude for the warm reception by provincial leaders and noted that Amkor is a global company with 56 years of experience in semiconductor manufacturing, assembly, packaging and testing, headquartered in the United States. Amkor Technology Vietnam began investing in Bac Ninh in 2021 by building a modern, integrated plant in Yen Phong 2C Industrial Park, with a total investment of 1.6 billion USD, providing stable employment for more than 1,500 workers domestically and internationally, with domestic workers earning an average income of 12.2 million VND per person per month; contributing 5.75 million USD to the State budget. Notably, the high-tech semiconductor plant in Bac Ninh is Amkor Group's largest factory worldwide. The reason Amkor chose Yen Phong 2C was Bac Ninh’s favorable investment environment, infrastructure, electricity, water and communications networks, and proactive support from provincial leaders and local authorities to nurture talent and highly skilled manpower. Mr. Kim Sung Hun also thanked the Vietnamese Government, ministries and Bac Ninh authorities for their ongoing attention and support for stable, effective operations in the province. In the future, the company will continue to expand production and make a positive contribution to the development of the electronics and high-tech sectors in Bac Ninh. Additionally, the company proposed several items related to considering a 3% investment capital support mechanism to raise competitiveness and attract investment in the semiconductor industry; measures to retain and encourage workers to stay long-term in the semiconductor sector; and a plan and policy to prioritize LPG supply for energy needs of semiconductor plants in case of future energy shortages. On behalf of the provincial leadership, the Secretary warmly welcomed Mr. Kim Sung Hun and the Amkor delegation; he briefed the delegation on Bac Ninh’s socio-economic development in Q1/2026 with notable results, as well as the province’s policy directions to accelerate planning and investment in fast, synchronized infrastructure development, including the Gia Binh airport project, and transportation and railway links to connect with the airport to create a large cross-regional socio-economic ecosystem. The Secretary noted that since the merger, Bac Ninh has gained more potential and room for development. The 2026 target and the 2026–2030 period aim for double-digit growth, becoming a centrally governed city and a regional growth engine, a demanding objective requiring strong political resolve and broad public support, including from foreign-invested enterprises such as Amkor. Regarding the company’s proposals, the Secretary acknowledged them and tasked the Provincial People’s Committee and relevant departments to study and resolve within their authority, while the province remains committed to supporting and facilitating investment; the company’s success is the province’s success. The People’s Committee will arrange a follow-up meeting with the company; for issues beyond authority, provincial leaders will coordinate with relevant ministries and the Government to resolve them in accordance with regulations, ensuring balanced interests for the enterprise.
