China’s Ministry of Industry and Information Technology (MIIT) has issued a statement proposing a package of measures for the photovoltaic (PV) industry, including capacity controls, guidance on standards, price regulation, industry consolidation, and stronger intellectual property protections to support “high-quality development.”
The proposal followed a weekend meeting involving the National Development and Reform Commission, the China Photovoltaic Industry Association (CPIA), and major state-owned power producers—such as China Huaneng Group and China Datang Corp, which are buyers of solar power. Officials said the sector needs tighter oversight and improved cross-sector coordination to address intense internal competition, described as “involution,” and to advance multiple targeted actions.
