Mr. Do Thanh Trung, a former Deputy Minister of Finance, has been elected as Chairman of Hai Phong City People's Committee for the 2026–2031 term. On the morning of April 20, at the first session of Hai Phong City People’s Council, the 17th tenure, Mr. Do Thanh Trung (a former Deputy Minister of Finance) was elected to the post of Chairman of the City People’s Committee for the 2026–2031 term. Mr. Do Thanh Trung, born in 1976, from Bình Định province (now Gia Lai), previously served as Deputy Minister of Planning and Investment since 2023; in 2025, through the reorganization, he was transferred to the Ministry of Finance and appointed Deputy Minister of Finance. In March 2026, Mr. Do Thanh Trung was appointed by the Party Central Committee to join the Party Committee and the City Party Committee's Standing Board and to serve as Deputy Secretary of the Hai Phong City Party Committee for the 2025–2030 term. In his remarks upon taking office, Mr. Do Thanh Trung expressed the honor of being trusted by the city’s People’s Council to hold the post of Chairman of the Hai Phong City People’s Committee for the 2026–2031 term. He said he would strictly adhere to the principle of democratic centralism, the working regulations of the City Party Committee and City People’s Committee, continually study, train, and apply his abilities and experience to work with the city leadership to fulfill the assigned tasks. In the near term, Hai Phong City People’s Committee will streamline its organizational structure, ensure efficient operations, strengthen administrative discipline and order, raise the accountability of the city’s leaders, and push for decentralization and delegation with accompanying inspection and supervision, building an administration that is action-oriented, incorrupt, and serves residents and businesses. From there, the city aims to successfully implement the socio-economic development plan for 2026–2030 with a target growth rate of 13–14% per year, leveraging Hai Phong’s role as a coastal economic center and international trade gateway to develop industry together with port logistics services. At the first session, the Hai Phong City People’s Council’s 17th tenure also elected six Vice-Chairmen of the City People’s Committee (Le Anh Quan, Vu Tien Phung, Le Trung Kien, Nguyen Minh Hung, Tran Van Quan and Hoang Minh Cuong) along with 14 members of the City People’s Committee for the 2026–2031 term. Earlier, on April 9, 2026, the Politburo issued Decision No. 136-QĐNS/TW confirming Mr. Le Ngoc Chau, Chairman of Hai Phong City People’s Committee, as Secretary of Hai Phong City Party Committee for the 2025–2030 term, and appointing him to participate in the Party Committee of Military Zone 3.
