FLC faces a series of outstanding issues after inspection, financial obligations, and project delays in Quảng Ninh. The Office of the Quảng Ninh Provincial People's Committee issued the conclusions of the Acting Chairman at the meeting held on 2 April 2026 regarding the review of the implementation of inspection conclusions, financial obligations, and the progress of FLC Group's projects in the province. According to the meeting, FLC Group is currently implementing four projects in the province: the conference center complex, service area, resort and residential villas for FLC Ha Long; Ha Long Star Golf Course project; and the urban area in Ha Khánh Ward (phases 1 and 2). Of these, the golf project has been completed and put into operation; the Ha Long complex project has reached about 85% of the work and has partially exploited; the other projects are in the process of implementation. All of the above projects have been inspected by the provincial Inspectorate. To date, the units have completed 61 of 71 recommendations (about 86%), while 10 items remain outstanding across 6 issue groups, mainly related to inspection conclusions issued in 2020 and 2022, requiring further handling. In addition, some projects still face issues such as delays in construction progress and outstanding financial obligations to the State. The provincial People’s Committee requires ministries, departments, localities, and FLC Group to coordinate closely and accelerate the resolution of outstanding issues, without avoidance or shifting responsibility; while ensuring a stable investment environment and the legal rights and interests of residents. Relevant units should review and propose solutions to streamline procedures for issuing land use rights certificates, house ownership certificates, and assets attached to land, to minimize disputes. For the Ha Long complex project, the Finance Department is tasked with continuing to monitor and advise on adjusting investment policy after listing the applicable resolutions of the National Assembly. The Department of Agriculture and Environment is responsible for reviewing land procedures, determining financial obligations, urging the collection of payable amounts, including the remaining forest stock restitution; and inspecting the issuance of nine land-use certificates for plots adjusted to social housing. The Department of Construction shall lead the review of planning adjustment contents and report to the provincial People’s Committee by 30 April 2026. In Ha Khánh Urban Area (phases 1 and 2), FLC is required to concentrate resources to complete technical infrastructure, prioritize main traffic axes and quay lines, and ensure environmental hygiene and project landscaping. For the social housing purchase procedures in phase 1, authorities should provide guidance and report results by 10 April 2026. For the two remaining social housing plots, the enterprise must provide a letter clearly stating its investment stance and submit to the provincial People’s Committee by 15 April 2026. Regarding public land, FLC must hand over to the Cao Xanh Ward People’s Committee by 10 April 2026; the locality is responsible for receiving and proposing efficient, compliant use. At the same time, Cao Xanh Ward shall coordinate with the investor and relevant units to update information on residents who bought houses, publicly disclose information and handling measures. The Department of Agriculture and Environment shall guide the certificate issuance procedures and report initial progress by 25 April 2026. On financial obligations, the provincial tax department is tasked with reviewing all sums payable by FLC, including land use fees, land rent, penalties, and arising amounts; and identifying bad debts and proposing recovery measures in accordance with regulations.
