Ho Chi Minh City is accelerating four gateway build-operate-transfer (BOT) projects, with construction start dates set, as the city’s Department of Construction reports progress on key public-private partnership (PPP) initiatives. The Department has submitted a status report to the City People’s Committee, noting that the city is focusing on 14 PPP projects while fast-tracking the four gateway BOT projects.
The Highway 13 upgrade and expansion project, covering the section from the start of Binh Triệu Street to the border with Bình Dương Province, is financed under a BOT contract and includes two components.
Total investment is over 14,000 billion VND. The People’s Committee of Hiệp Bình Ward has issued land-recapture notices and approved detailed compensation, support, and resettlement plans for 1,041/1,041 cases.
Completion is expected in Q2 2026, while relocation of technical infrastructure is expected to be completed in December 2026.
Total investment is over 6,271 billion VND. The Finance Department is currently appraising the project’s pre-feasibility study.
The Highway 1 upgrade and expansion project was approved by the Ho Chi Minh City People’s Council in 2025 and includes three components.
Total investment is over 1,067 billion VND. Payments to affected households are ongoing, and site handover is expected from June 2026.
Total investment is 8,542 billion VND. Payments and site handover are anticipated between May and December 2026.
Prepared by the Department of Construction for BOT investment. The city is appraising the prefeasibility report from April 30 to May 5, 2026. The city plans to approve the project in Q4 2026, with construction completion expected by the end of 2028.
