From April 15, 2026, outgoing calls and text messages will be blocked for mobile subscribers who do not provide biometric verification.
Circular 08/2026/TT-BKHCN sets out requirements for verifying mobile line information. Under the circular, telecom operators must verify subscriber information by assessing and classifying numbers based on the documents used by organizations or individuals to register SIM information, in accordance with applicable laws.
Under Article 4 of the Circular, mobile subscribers are required to verify four fields:
The circular takes effect from April 15. After this date, subscribers whose registered information is incomplete or inaccurate or lacks biometric facial verification will have their service terminated by mobile operators.
Subscribers will have 60 days from April 15 to update their personal information with telecom operators. If updates are not completed within this period, service will be completely terminated and the mobile number will be reclaimed.
Subscribers can check the list of phone numbers linked to their CCCD using the VNeID app on a smartphone.
Launch the national eID app and log in to a Level 2 account using your personal identification code and password.
On the main screen, select “Documents Wallet.”
Select “Subscriber Information (Phone number).” The system will process and display the list of phone numbers registered under your name.
To check mobile subscriber information and avoid SIM lock, users can send an SMS using the syntax TTTB to 1414.
The system will respond with a message including information such as full name, date of birth, ID number, issue date, place of issue, and activation date.
