She noted that although digital transformation has produced positive results, access to the internet and digital services remains uneven.
Many people use smartphones but still rely on direct support from civil servants because administrative procedures are complex and require paper documents. She also pointed out that online registrations still require in-person confirmation, and that using multiple applications often involves separate accounts. In addition, she said technology infrastructure is not uniform, while data systems are fragmented and lack interoperability.
To achieve a people-centered approach, Deputy Truong Thi Bich Hanh highlighted several fundamental measures:

She added that when all citizens use digital public services, it will help form a digital citizenry to operate the digital government and digital society envisioned by policy—where the people are the subject and the center of all decisions and actions.
