On the morning of April 20, the National Assembly heard a report on the draft Resolution regarding breakthrough mechanisms and policies for developing Vietnamese culture. Minister of Culture, Sports and Tourism Lâm Thị Phương Thanh presented the proposal, which sets out 10 major policy groups.
1) Resources for cultural development
The State will ensure annual cultural expenditure of at least 2% of the total State budget and encourage mobilizing social resources for cultural development.
2) Mechanisms to attract and unlock investment resources
The draft includes policies to facilitate access to land and land clearance; tax, fee, and charge incentives to invest in creating cultural-creative clusters and zones; and empowerment for communities to manage, operate, and utilize cultural and sports facilities.
3) Investment incentives in the cultural sector
The proposal includes a 5% value-added tax rate for film production, distribution, screening, exhibitions, sports, and performing arts. It also proposes 100% exemption of import duties and customs fees for bringing in high-value artworks, national treasures, and rare antiquities from abroad for exhibition without profit motive. Other measures include piloting heritage urban area models, prioritizing land for cultural, sports, and entertainment facilities, and using surplus government offices to attract cultural and sports investment projects.
4) Preserving culture of ethnic minorities and traditional arts
The draft focuses on preserving and promoting the value of national cultural heritage, including ethnic minority culture, folk arts, traditional arts, and national treasures.
5) Remuneration and talent development for cultural and sports professionals
The proposal calls for centralized and specialized training; recruitment not via examination; allowance-raising policies for artisans and performers; and retraining when artists reach retirement age.
6) Ordering and budgeting for cultural creativity
The State will establish a mechanism to commission culturally valuable works and pilot a budgeting approach tied to specific criteria.
7) Promotion, outreach, and market development
The draft includes policies to promote Vietnam’s image abroad through the Vietnam Cultural Week, scale up the Vietnam Village model, and exhibit Vietnamese heritage at prestigious museums worldwide.
8) Digital transformation and digital cultural infrastructure
It prioritizes building a national database on culture, digital cultural infrastructure, and shared platforms; digitizing nationally recognized and special national heritage; and establishing cultural innovation centers.
9) Piloting a central and local cultural and arts fund
The draft proposes piloting a cultural and arts fund operating under a public-private partnership model.
10) Institutionalizing “Vietnam Culture Day”
The draft seeks to institutionalize Politburo guidance that November 24 each year be “Vietnam Culture Day,” with workers entitled to a paid day off.
The Cultural and Social Committee’s appraisal supported the necessity of issuing the Resolution to implement Resolution 80-NQ/TW dated January 7, 2026. The Committee said the draft is consistent with the Constitution and aligned with Party directives, while ensuring national defense, security, gender equality, and ethnic policy.
The Committee also endorsed the Government’s proposal to present the Resolution to the National Assembly for passage through streamlined procedures, noting that the project file was prepared promptly.
In its review, the Committee largely agreed with the 10 policy groups detailed in Articles 2–11, while raising several content considerations:
